Purpose

The purpose of this evaluation is to examine and assess municipalities’ work on developing and assuring the quality of daycare in private homes, including to identify challenges and possibilities connected to this work. Quality assurance means the activities carried out by the municipal administration, including home-care supervisors , to ensure that practice in daycare in private homes is in accordance with legislation and with the level of service decided by the municipal council.

Result

The study points at three essential themes in the municipalities’ future work on quality assurance and quality development of daycare in private homes. The first theme is the home-care supervisors’ different roles in connection with supervision of daycare in private homes. The report shows that the supervisors have three different roles with regard to the childminders: the role as professional sparring partner, the role as supervisor and the role as acting manager. The other theme is about the childminder’s pedagogical skills seen in the light of the requirements of the Daycare Facilities Act for the content of daycare facilities. The third theme is about the work on and evaluation of pre-school curricula in daycare in private homes. The study shows that from municipality to municipality there are relatively large differences in the guidelines for how often home-care supervisors are to inspect the daycare homes. There are also differences from municipality to municipality regarding how often they carry out inspection visits in playgroups of children in daycare at private homes.

Design

The study consists of a questionnaire survey, answered by 77 of the Danish municipalities, about daycare in private homes and quality assurance. The questionnaire survey is used to analyse the municipal frameworks that exist for quality work in daycare in private homes. Four of the municipalities were selected, and various players in daycare in private homes were interviewed in the four municipalities with a view to analysing inspection work and the work with pre-school curricula in daycare in private homes.
