Purpose

The purpose of the evaluation report is to provide an overview of language stimulation initiatives as well as their effect and to disseminate knowledge of good municipal practices for language stimulation. The evaluation focuses on identifying how practices have evolved since 2002, with special emphasis on how the parts of the language stimulation initiatives on which the guidelines focused have developed, i.e. identification of how those involved experienced the impact of the initiatives, assessment of the factors that either prevent or promote the initiatives, and proposals for initiatives to support the effort.

Result

In general, the results show that about half of municipalities have moved in the right
direction. The evaluation report recommends six focus areas:  1) more studies to determine the impact of the initiatives; 2) development of more systematic municipal administrative tools; 3) critical studies of municipal procedures; 4) improved information for parents about the purpose and methods of the initiative; 5) training of relevant staff and establishment and development of projects; 6) improvement of the transition to school.

Design

The evaluation is a cohort study based on questionnaire surveys of managers at schools and daycare centres and bilingual/pedagogical consultants from all Danish municipalities. Furthermore, six case studies have been completed in selected municipalities.
