Purpose

This study is a sub-report of the larger project Etter- og videreutdanning i barnehagesektoren – kartlegging av tilbud og etterspørsel (Continuing and further education and training in the kindergarten sector - mapping programmes and demand), the objective of which is to examine the following:
1) What skills development needs do institution leaders, childcare leaders and assistants already have? 2) What skills development initiatives have been most prominent over recent years and what is the experience from these? 3) What experience is available with regard to getting started, scope, organisation, financing, implementation and evaluation of continuing and further education and training initiatives? 4) Which public and private sector players run which types of activity? The study aims to map any cooperation relationships that may exist between these.

Result

The study shows that institution leaders assess that there is no lack of motivation for continuing and further education and training amongst the staff at the respective institutions. Neither is there a lack of programmes, but the financial and organisational framework can be restrictive for participation. The study shows that the vast majority of leaders are satisfied with the quality of the programmes available. Furthermore, leaders are of the opinion that there is a greater need for skills development for childcare assistants than for child carers.

Design

Nineteen Norwegian counties took part in the study. Four municipalities were selected at random from each county and a total of 76 municipalities took part. All the institutions in these municipalities were included in the study, both public and private. A total of 1127 questionnaires were sent to institution leaders, and 649 were returned.
